The FMC’s Bureau of Enforcement conducts random NVOCC compliance audits. These audits are referred to as Ocean Transportation Intermediary (OTI) Reviews. The FMC also regularly issues requests for records during investigations of alleged U.S. Shipping Act and regulatory violations.
