Yes, Ocean Freight Forwarders may earn forwarder commissions from ocean carriers. Non-Vessel-Operating Common Carriers and cargo owners may not earn forwarder commissions from ocean carriers. 

OFFs must certify that they have performed forwarding services prior to receiving commissions from VOCCs and NVOCCs.
